Section 8 – Campus Services and Facilities

 

– Section 8.1: Special Use of University Facilities

Adopted Date: October, 2019

Applicability

This policy applies to the special use of all University facilities.

Policy

University facilities are primarily for the use of University organizations and departments. Regularly scheduled events and classes have first priority for use of University facilities. Under certain conditions, University facilities may be rented to enterprises not directly connected with the University.

Any reasonable request for special use of University facilities will be considered.

Implementation

TheRectorshall adopt administrative policies and procedures to implement this policy.

– Section 8.2: Law Enforcement on Campus

Applicability

This policy applies to all members of the University community and the general public.

Policy

North Cyprus criminal and traffic laws apply on University property. The Rector may employ and assign duties of campus police officers, who are authorized to enforce all applicable laws and University regulations, and have the powers of peace officers within the exterior boundaries of lands under control of the Board of Board of Trustees, including public streets and highways within such boundaries.

Implementation

The Rector shall adopt any necessary administrative practices and procedures to implement this policy.

– Section 8.3: Parking and Vehicles on Campus

Adopted Date: October, 2019

Applicability

This policy applies to all motorized and non-motorized vehicles on University property. Non-motorized vehicles include, but are not limited to, bicycles, skateboards, skates, rollerblades, and unicycles. The policy does not apply to the use of non-motorized vehicles as assistance for the mobility impaired (e.g., walkers, wheelchairs).

Policy

For the orderly flow of parking and vehicular traffic within the limited confines of University property, the Rector shall adopt parking and vehicular rules which shall be printed and made available to students, employees and visitors.

Except for law enforcement vehicles, the use of non-motorized vehicles shall be prohibited in those areas identified by the Rector as high pedestrian areas on campus. Skateboards and other non-motorized vehicles shall be used on the ground only and may not be used on walls, benches, fountains, or other structures. The Rector by regulation may ban specified types of non-motorized vehicles from campus.

Implementation

The MTU Parking and Traffic Regulations are enforced by the MTU Police Department and MTU Parking Services. Copies of the Regulations are maintained at the Offices of Parking Services, the Executive Vice Rector for Administration, the University Counsel, and at Main Library. They are published by the Ministry of Interior as a regulation of the State of Northern Cyprus.

The Rector shall define and designate high pedestrian areas as “Dismount Areas.” The Rector shall deem all handicap ramps as Dismount Areas. The Rector may designate certain times and days during which enforcement of the Dismount Areas rules will be suspended. The Rector may designate different Dismount Areas, or different enforcement times and days, for different categories of non-motorized vehicles. Dismount Areas other than handicap ramps shall be clearly posted. If Dismount Areas are regularly in effect only during certain days or hours, the days and hours of effectiveness shall also be clearly posted.

– Section 8.4: The Student Union Building

Applicability

This policy applies to the use of the Student Union Building.

Policy

The Student Union Building is a social and extracurricular centre of the campus community, and a focal point for campus activities for all members of the University community. The Union serves as a unifying force in the life of the University, presenting opportunities for the exchange of ideas and opinions between faculty and students in a congenial, informal atmosphere.

The Rector is authorized to determine the appropriate use of the Student Union Building, and may delegate this authority as the Rector deems appropriate.

Implementation

The Rector shall adopt administrative policies and procedures to implement this policy.

– Section 8.5: Museums

Applicability

This policy applies to all University museums.

Policy

In furtherance of its educational mission and its commitment to public outreach, the University houses significant collections of art and artefacts in its various museums. To preserve the cultural, scientific and historical value of these collections, the University shall ensure that they are protected from unwarranted deterioration or de-accession.

Implementation

The Rector shall adopt any administrative policies and procedures necessary to implement this policy.

 

– Section 8.6: MTU-TV

Adopted Date: October, 2019

Applicability

This policy applies to MTU-TV.

Policy

MTU-TV is an educational television station licensed by the Northern Cyprus (TRNC) Communications Commission jointly to the Board of Trustees of the Mesarya Technical University. Operation of the station is governed by MTU , copies of which are maintained at MTU-TV, the Provost’s Office, and the University Counsel’s Office.

Implementation

The Rector shall provide for appropriate management of MTU-TV, subject to the applicable Northern Cyprus (TRNC) law.

 

– Section 8.7: MTU Radio

Adopted Date: October, 2019

Applicability This policy applies to the radio station MTU -FM.

Policy

MTU-FM, a non-commercial educational radio station, is licensed to the Board of Board of Trustees. The Board has the responsibility for all aspects of the station’s operations, including programming. The Board will assure that the station enjoys the full protection of the First Amendment so that the station can continue to fulfil its role as an institution of the press.

MTU shall operate in accordance with the Northern Cyprus (TRNC) Communications Laws and all rules and policies of the Northern Cyprus (TRNC) Communications Commission that pertain to non-commercial educational radio stations.

The station shall fulfil the following goals:

(1) serve the people in MTU’s listening area by providing a variety of high quality programming that serves diverse interests, particularly programming that might not be available on commercial radio stations;

(2) comprise an integral component of the University’s academic mission; and

(3) maintain a high standard of quality in content, presentation and technical competence.

Implementation

The station shall operate as a University radio station, with management responsibility delegated from the Board of Board of Trustees, as licensee, to the Rector and the Provost. Management, staffing and budgeting of the station shall be carried out through normal University administrative channels under applicable University policies.

A Radio Board shall make recommendations to station management on programming issues and other important station policies and practices. The Board of Board of Trustees shall adopt bylaws governing the composition and duties of the Radio Board.

Volunteer participation in the operation of the radio station shall be encouraged and shall be subject to volunteer policies and procedures established by station management and the Radio Board and approved by the Provost.

The full Board of Trustees’ Policy on MTU and the bylaws is maintained by the Provost’s office and the University Counsel.
